Labor Government’s Massive Investment in North-West Schools

MEDIA RELEASE – ROUSE HILL HIGH SCHOOL UPGRADE CONTINUES MINNS LABOR GOVERNMENT’S MASSIVE INVESTMENT IN NORTH-WEST SCHOOLS – TUESDAY, 29 APRIL 2025

Plans for a new upgrade at Rouse Hill High School have been unveiled as part of the Chris Minns Labor Government’s record investment in public education, which is delivering seven new schools and major upgrades across The Hills Shire in Sydney’s North-West.

The multimillion-dollar upgrade at Rouse Hill High School is set to open early 2027 and will include a new two-storey building with nine modern classrooms, two science rooms, two science labs, and a collaborative learning area.

Across The Hills, the Minns Labor Government’s investment in new school infrastructure will deliver approximately 240 new permanent classrooms, providing space for 5,500 more students.

This investment in quality, public education infrastructure will also see the removal of almost 50 demountables across The Hills that the former Liberal National Government allowed to pile up on schools, taking away valuable open play space.

The upgrade at Rouse Hill High School is part of the Chris Minns Labor Government’s commitment to providing more opportunities for families in The Hills to send their children to a school close to where they live.

Other projects expanding access to public schools in The Hills area include:

New Box Hill Public School
New Box Hill High School
New Gables Public School
Major Upgrade at Excelsior Public School
Major Upgrade at Matthew Pearce Public School
Major Upgrade at Castle Hill Public School (recently completed)

In February, the Minns Labor Government opened a fast-tracked temporary school for Box Hill to meet the urgent needs of the community that were ignored by the former Liberal National government for a decade.

A tender for the construction of the Rouse Hill High School upgrade was released to market in March and will be awarded in coming months, with construction expected to start later this year.

The community is invited to view the plans and submit any feedback with a Review of Environmental Factors now on public exhibition until April 29 via the NSW Planning Portal: planningportal.nsw.gov.au/part-5.

“The upgrade of Rouse Hill High School will ensure it will continue to deliver world-class public education to generations of students and families in this growing community.”

Underground Cableling at Fred Caterson Reserve

On 10 December 2024 an Agenda Item 23 Underground Cabeling at Fred Caterson Reserve was tabled with all Liberal Councillors supporting the motion in favour of commencing Cabeling works in Fred Caterson Reserve. See the link below to listen to my opposition to the motion.

Note: The Motion was passed by all Liberal Councillors present by majority. Both Labor Councillors present Jane Grevtceva and I opposed the motion.

NSW Government to hold a Community Cabinet Meeting in the Hills

The NSW Government has made a decision to hold a Community Cabinet in Riverstone. This highlights the government’s commitment to address matters affecting the Northwest Growth Area.

Community Cabinet offered individual meetings between Ministers and local stakeholders – allowing groups to directly voice concerns to the relevant Minister. Sporting groups, cultural organisations, schools and local businesses were just some of the local stakeholders involved.

This opportunity empowered local groups and individual to collaborate and engage in conversation with the state’s key decision makers. The NSW cabinet was keen to hear the voices of Riverstone locals to shape informed policy decisions, planning adequately for the future and putting community minded living at the forefront of service delivery.

Home to the most youth and young families in the state, whilst being the fastest growing electorate, Riverstone faces a unique set of challenges. The aftermath of over a decade of poor planning decisions by the former Liberal and National government further necessitates the need for smart planning decisions into the future. The 2 State budgets handed down by the Minns Labor government highlights their commitment to the Riverstone electorate and Sydney’s North West growth area.

The Minns government is prioritising the people of North West Sydney by hearing local voices and backing it with adequate investment by funding projects like the Rouse Hill Hospital, upgrades to Garfield Rd East, Bandon Rd and Richmond Rd, new schools for Nirimba Fields Tallawong, Box Hill and Marsden Park, improved public transport connections and planning for the Riverstone town centre.

Community cabinet in conjunction with the delivery of a strong budget for the Riverstone area emphasises the government’s proactive approach and willingness to give Northwest Sydney the fresh start they deserve.

Riverstone’s community cabinet was a booked-out event with over 260 attendees. Following the ministerial meetings session – the attendees were given the chance to ask the Premier directly about the NSW government’s plans for Riverstone. The forum highlighted the Premier’s willingness to engage directly with locals, hear their voices and answer the hardhitting questions.

The Community Cabinet held in Riverstone marked a momentous occasion being the first time the whole NSW Cabinet have visited the area to undertake in meaningful engagement with local stakeholders. This event demonstrated NSW government is listening to the people of Riverstone and delivering the fresh start they were promised.

Rouse Hill Hospital will be built after years of Liberal broken promises

After 14 years of broken promises by the Lib/Nats in NSW, Labor is building the $700 million Rouse Hill Hospital that will benefit The Hills Shire and our residents in the North Ward.

The $700 million Rouse Hill Hospital will be the first major adult hospital built in Western Sydney in over 40 years. Once the consultation and planning approvals are finalised, construction is expected to start either towards the end of next year or in 2026, and construction of the Rouse Hill Hospital is expected to be completed in 2028. Rouse Hill Hospital is expected to include an emergency and urgent care department; inpatient beds and a day surgery unit; short stay medical assessment services; pathology, pharmacy and medical imaging services; outpatient and ambulatory care services, including paediatrics, renal, maternity services and women’s health; a health hub for virtual care and Hospital in the Home services; and prehabilitation, rehabilitation and lifestyle medicine.

Kellyville & Bella Vista Plans

Housing is a key priority for the NSW Government. Currently, there is a shortage of diverse and affordable homes in well-located areas, close to where people live and work, and close to transport and other amenities.

Kellyville and Bella Vista have been identified as accelerated precincts under the Transport Oriented Development (TOD) Program.

The Kellyville and Bella Vista precincts, including Stanhope Gardens and Glenwood, are well-positioned to support more homes. These precincts are located next to metro stations and are within walking distance of key public transport interchanges, promoting walking and cycling opportunities. The planning and delivery of new infrastructure means the Kellyville and Bella Vista precincts can support more homes under the TOD program.

As part of the TOD program, we have reviewed the planning controls in Kellyville and Bella Vista to determine which areas of the precincts are suitable to support more homes.

Key features

Key features of the draft Kellyville and Bella Vista TOD rezoning proposal include:

capacity for up to 20,700 additional homes within the precinct close to Kellyville and Bella Vista Metro stations
a mandatory affordable housing contribution of between 3–8% for all new residential development in the precinct, delivering between 620–1,650 affordable homes in perpetuity, managed by a registered Community Housing Provider
potential for new open space, pathways and cycleways within the rezoned areas.

Kellyville upgrades to our busiest roads

One of Kellyville’s busiest intersections will open to six lanes on Tuesday 30 April, weather permitting, expanding traffic capacity and improving travel times for motorists on Old Windsor Road at Memorial Avenue.

New lanes mark the completion of major work on Old Windsor Road as part of the $224 million Memorial Avenue upgrade.

Ongoing work at the intersection will include concreting, asphalting, and landscaping, along with the construction of concrete kerbs and shared footpaths.

The Memorial Avenue upgrade is powering ahead, with Stage 1 officially complete and Stage 2 on the way.

A 2.2 kilometre-long section of Memorial Avenue is being upgraded to a four-lane road between Old Windsor Road to the west and Windsor Road to the east to reduce travel times and congestion.

Stage 2 will see the new section of Memorial Avenue built opposite the already completed Stage 1.

The wide central median will then be landscaped, and traffic will be realigned to provide two lanes in each direction.
